The goal of this research proposal is to address the issue of exchange of video information in a heterogeneous network with different bandwidth or quality of service requirement constraints.We aim to develop a generic video transcoder to convert a compressed video bit steams into another bit stream either at a lower rate to ease congestion, to meet a different quality of service requirement or at a lower spatial picture resolution or even with different decoding standard, for other users of the heterogeneous network. Examples of such Transcoding include MPEG video process for real-time applications, we intend to build the transcoder entirely in the frequency domain.We intend to evaluate the efficiency of the transcoder in sending video in ARB mode on the Learnet network connecting University of Essex to British Telecom Labs, our industrial collaborator.
