Bridging the gap between IS requirements and the supporting IT infrastructure and legacy systems is problematic. Previous work has attempted to close the gap (e.g. Multiview, SSADM and Information Engineering) but this work is deficient. Hence, the proposed research work concentrates upon developing a unified, modular and practical approach to translate the IS requirements into an appropriate technical specification through the determination of the underpinning technological support. Such an approach is expected to possess the following characteristics.1. It should be general enough to handle a wide range of practical functional and structural requirements in a unified and modular manner.2. It will be rigorous to achieve a high level of assurance an integrity.3. It should be able to cope with the various level of links between the different layers of system's development.4. It should be flexible enough to handle future system evolution.
