The research will seek to determine an economic method for determining maintenance need based on existing network or sub network condition; this will be a study of existing economic packages to determine their suitability, with modification, to act as the tool to determine ideal serviceability based on an economic estimation of total transport costs. It also seems wise to recognize other factors such as legislation and socio-political issues and these will be taken with economics through a Multiple Criteria Analysis to provide the requisite standards. A process is also required to determine in an economic manner correct network, and sub-network, condition, compare it with the ideal and produce a long term maintenance strategy over, say, ten years, to achieve it. Whilst it is proposed to use existing packages to assist in the task, its complexity cannot be underestimated and considerable research of the logic required will be needed. A prototype will be established which will be tested on a portion of the Northern Ireland road network.
