This programme would investigate the strategic and tactical measure, both technical and financial, needed to establish long term energy efficiency upgrading of sub standard housing. The programme would firstly establish the current energy SAP standards of representative housing across England and Wales, then develop the technical specification needed tom improve the ratings to the SAP 65 standard. These technical requirements would form the basis of the economic assessment of the upgrading programme, and would test if revenue gains (from jobs created, NHS savings, increased GDP etc) offset the capital costs of the programme. At this stage the programme would then consider the role of energy service companies as agents in the upgrading programme, and attempt to develop the contractual basis of their involvement. Sample specifications for building contractors involved in the upgrading programme would be the next stage. Finally, calculations would be made of the reductions in Co2 emissions resulting from the improved energy efficiency of the housing stock.
