The aim of the research is to develop and apply a framework for understanding urban freight transport in its broadest sense that refines the definition often used (i.e. heavy goods vehicles and some light vans)to reflect the breath of freight and service-related transport activity in urban areas. It will illustrate the freight and commercial service requirements of city business, how these requirements are met by transport, warehousing and distribution services and are manifest in transport movements. The framework will be used to assess and analyze how packages meeting urban sustainability objectives may affect freight activity ( and hence goods and service flows), as well as helping to identify potential policies for achieving more sustainable patterns of freight transport I our towns and cities. The research tem will apply the framework in Norwich to illustrate its potential role and usefulness in understanding the needs of freight transport users and the impacts of freight transport activity, and how this knowledge can be incorporated into sustainability policy considerations.
