It is envisaged that in the future, communication networks will be integrated by Universal Mobile Telecommunications Systems (UMTS). Using a single terminal one will be able to receive/transmit information from anywhere anytime. However, various communications networks has their own audio/speech coding standards. When these networks are finally inter linked, quality of service may be degraded due to tandeming. However if it was possible to have a generic audio/speech coding algorithm which could be scaleable in bit rate, tandeming would be avoided. Furthermore scaleable feature will allow the user to choose the quality of service they prefer by occupying more or less bandwidth and paying for the service accordingly. In this project therefore we proposed to develop a scaleable audio/speech coder which will improve the quality of service across various network interconnections.
