The development of muon spin resonance spectroscopy to the point of routine data taking is proposed. The basic RF methods which we wish to implement are designed to display muon spin rotation and relaxation in the frame of reference rotating with the RF field as well as in the laboratory frame. These techniques over come the frequency limitation normally associated with mSR studies at pulsed sources. More importantly, they exploit the ISIS pulsed structure and intensity in a unique fashion, to provide kinetic and dynamical information which would not be accessible elsewhere. Applications are foreseen in all areas which benefit from the muon as a proton analogue and muonium as a light isotope of hydrogen, from simple spin labelling to studies of specifically quantum effects.
