Various models to explain the low to high confinement mode transition in magnetically confined plasmas in tokamaks have been proposed. They usually give rise to a system of couple ordinary nonlinear differential equations which relate turbulence levels, sheared flow in the boundary region and pressure gradients. It is expected that the intermittent turbulence called edge localised modes associated with the transition should also be explicable in terms of the model, and indeed some of the models have oscillating solutions. However, there has been no detailed comparison of the experimentally observed time behaviour of the turbulence with the model predications. It is proposed to make such detailed comparisons and to analyse the time behaviour itself to discriminate the types of model which could be consistent with the experimental results. The analysis will compare data from plasmas of varying scale size to allow the results to be extrapolated to the next generation, as represented by the International Tokamak Experimental Reactor (ITER).
