Many waste materials and industrial residues could form mechanically suitable replacements for the aggregates in road construction currently used to construct and maintain the lower layers of the pavement. Often, however, these wastes and residues contain potential contaminants of ground and surface waters. The proposed study will, therefore, develop tests to assess the degree of concern for the use of these materials, determine the effectiveness of current treatments in reducing leaching to acceptable levels, develop, where necessary and practical, new and improved treatment methods to reduce leaching to acceptable levels, validate these with lysimeter tests and formulate the findings into a test protocol and a generic guide for the treatment and use of these materials.
