Performance measurement can be defined as the process of quantifying the efficiency and effectiveness of action. Thus a performance measure is a metric used to quantify the efficiency or effectiveness of action . And a performance measurement system consists of the set of metrics used to quantify the efficiency and effectiveness of actions . This proposal sets out the rationale for a programme of work which has two main objectives:(1) To research what factors influence the evolution of the portfolio of performance measures used by an organisation.(2) To establish a catalogue of performance measures. Satisfying the first of these objectives will enable the identification of mechanisms which businesses can use to control the evolution of their performance measurement systems. Achieving the second will satisfy the industrial need for a coherent reference document, which summarises the different measures of performance available.
