The proposed project aims to provide a robust measure of accessibility to support the monitoring of requirements of the Disability Discrimination Act (1995). The project will define accessibility (ability to reach the PT system) and access (ability to board and alight PT vehicles) clearly and unequivocally. Accessibility indicators will be derived from the results of a survey to be undertaken as part of this research. These will then be combined into a single measure of accessiblity. This will permit a robust evaluation of public transport schemes in terms of their effects on accessiblity. The measure will include qualitative as well as quantitative measures. A user panel will be set up to advise and monitor the work and to ensure that the range of accessibility problems being investigated is both comprehensive and relevant.The measure will then be tested by comparing its assessment of various proposed schemes in a given network with the assessments provided by the user panel. Its ability to represent the accessibility impacts will then be evaluated from the point of view of consistency and robustness.
