Inefficiencies in both the parking search process and in the allocation of available spaces can produce substantial costs to drivers, car park operators, city authorities and the community as a whole. New Parking Guidance and Information (PGI) systems are now being installed in many cities, offering the potential for substantial efficiency gains. This proposal is aimed at helping this potential to be realised through the enhancement and application of an established network simulation package (RGCONTRAM), to study PGI effectiveness in a range of scenarios. The study will include a full review of PGI technologies and parking behaviour evidence/theories, followed by data collection related to the PGI facilities at Southampton and Kingston (London). This will involve use of conventional questionnaires, SP techniques, and enhancement of the VLADIMIR route choice simulator and automatic monitoring of parking occupancies and surrounding network traffic conditions. The resulting improved models of parking behaviour will be implemented in the network simulation package, which will then be used to establish those factors influencing the effectiveness of PGI systems. Results will lead to recommendations for PGI policies and practice.
