There is now a growing commercial interest in evaluation of software for the purpose of aiding procurement decisions. This interest is partly in response to vendors failure to provide usability information that goes beyond the ubiquitous label User Friendly . The use of evaluation in procurement can be contrasted to its much studied use in design. The aim of the research proposed in this document is to investigate tools for evaluating computer interfaces for the purposes of procurement. The tool will take as input some description of the interface to be evaluated and will give as output a set of metrics indicating how usable and learnable people will find some aspects of the interface. The metrics given will be those that are easily determined by available cognitive models of Human-Computer Interaction. The input and output of the model will be designed for their ease of use by interface evaluators. The proposed research is novel in that it will investigate (1) how to automate the use of cognitive models in Human-Computer Interaction evaluation, and (2) how to embed automated evaluation into a procurement-evaluation context.
