This study is intended to yield initial results, for several road networks, including an important historic town, on the extent to which pricing policy, control policy may be used to complement one another. In recent study of responsive traffic control the use of Smiths' PO appears to yield a benefit of between 5% and 7% in total-time ( and around 20% in delay ), compared to standard policies. In an ongoing study of road prcing, reasonable road prices also seem to lead similar reductions of total travel-time and delay. ( These figures are obtained with no elasticity and without considering modal split and so may be regarded as underestimates of beneifts.)This proposal is designed to estimate the degree to whivh a responsve control system and a pricing system may suceed in achieving a single objective. Would control and pricing together double the benefit obtained from each? Or would the benefit be a great deal less than this? Or would it be more than this?
