On-line databases of urban network conditions are being developed to provide better information and guidance to users and for more sophisticated overall management of the system. In the UK, the main source of such data is from SCOOT. However, SCOOT is usually only limited to particular regions of the network and coverage is incomplete. This research will study the potential use of flow/occupancy detectors (ie SCOOT type detectors) and speed/headway detectors (ie TrafficMaster type detectors) to produce delay/journey time estimates in non-SCOOT areas. The accuracy of estimation will be studies for a range of algorithms. This research will provide a fundamental background of understanding in this subject and lead to practical applications. The study has the support of Hampshire County Council who see the research results adding to their initially simple interpretations, and all relevant data will be made available.
