This project will enable a pollution emission model to be developed and validated for London conditions, and applied to estimate the reductions in emission that may be achieved by enhancing the urban traffic control system. The evaluation of the benefits of the UTC enhancements would be achieved by incorporating the pollution emissions model in a test-bed of programs that are to be set up under the SAVE programme, funded by the CEC Directorate General of Energy (DG XII). The purpose of the SAVE test-bed is to evaluate the benefits due to fuel consumption savings, of adding an intelligent supervisor (known as CLAIRE) to the existing SCOOT urban traffic control system. A distinctive feature of this proposal is that it is intended to calibrate/validate the pollution emission model to London conditions, using data obtained under the monitoring programme established by the RAC. As their data set is unique, in terms of providing vehicle-specific emission data for on-street conditions, experience in its use will provide the opportunity for a re-appraisal of the relationship between models and monitoring methods.
