The detailed design, construction and testing of a first stage remote sea surface measurement system. The following tasks have been identified. (1) Detailed design and specification of the system. (2) Construction and testing of the electronic subsystems of: (a) the laser system, (b) the detector/wave slope estimator. (3) Laboratory testing. (4) Initial field trials. (5) Project review and any necessary redesign. (6) Main field trials. (7) Consolidation and recommendations for the next stage of development.
