We propose to steer an Anglo-Chinese Bilateral Exchange Programme to promote co-operative research in nanometrology between the UK and China. As a first step, this Bilateral Exchange Programme attempts to provide an opportunity for UK Scientists to open a forum for exchange of ideas and to showcase UK research to a Chinese audience. The programme aims to bring together leading scientists to identify the key research areas conducive to long term cooperation and also to develop an Anglo-Chinese Nanometrology Network capable of utilising joint sponsorship using both EPSRC and NSFC (Natural Science Foundation of China) funding.The Bilateral Exchange Programme consists of two activities, including a bilateral workshop and the 7th International Symposium Series on Measurement Technology and Intelligent Instruments (ISMTII 2005).1. Anglo - Chinese Bilateral Workshop on NanometrologySession 1: Nano measurement and InstrumentationSession 2: Nano ManufacturingSession 3: Discuss and develop an Anglo-Chinese Nanometrology/Nanometrology Network Develop an Anglo-Chinese co-operative long-term research strategySet up a website that will be linked to both country's measurement and metrology research homepagesDevelop an Anglo-Chinese Nanometrology Network (aims, Objectives, methodology, deliverables, and calendar of events for the nanometrology network)Fix the next meeting in China (meeting topics, visiting place, itinerary, time schedule, and financial support, initial date is scheduled to be late September or early October 2006)During the workshop, the experts will gather and share their research progress, disseminate their research results, exchange the new ideas and provide their views for future development, and build up/develop an AngloChinese Nanometrology Network.2. The 7th International Symposium Series on Measurement Technology and Intelligent Instruments (ISMTII 2005)The Chinese scientists will also attend ISMTII 2005 that will be also hosted by the Centre for Precision Technologies (CPT). This conference will provide a wider platform to discover the research activities in the UK. and help Chinese scientists gain a wider understanding of the UK activities in these fields. This will permit cross-fertilisation between disciplines through the exchange of ideas, establish new contacts and networking, give the mission more time to discuss with the UK delegates, and may even reach some new specific co-operative plans.The Natural Science foundation of China (NSFC) strongly supports the programme and has organised a mission including 15 leading professors to the UK. They have identified the ISMTII 2005 (ISMTII conference was founded in China 1989) as the perfect vehicle in which to initiate this proposed exchange programme, since it has a history of attracting leading academics and industrialists in the field.According to reciprocal arrangement EPSRC has with the NSFC, and that the NSFC has express that they will support the funding to UK scientists who will attend the next Anglo - Chinese Bilateral Workshop (one week) 2006 in China.
